About
The Municipal and Residual Waste Transportation Safety Program is a regulatory initiative administered by the Pennsylvania Department of Environmental Protection (DEP) to enforce the Waste Transportation Safety Act (Act 90 of 2002, Chapter 62). This law was enacted to mandate safety and accountability for vehicles transporting municipal and residual waste within the Commonwealth of Pennsylvania. Under this program, any truck, truck tractor, combination vehicle, or trailer exceeding specified gross vehicle weights must obtain a Waste Transporter Authorization before transporting municipal or residual waste to processing or disposal facilities. Specifically, vehicles with a registered gross weight greater than 17,000 pounds and trailers greater than 10,000 pounds engaged in commercial waste transportation are required to be authorized. Facilities are prohibited from accepting waste from any transporter without a valid authorization sticker and cab card. The program’s central goal is protection of public health, safety, and the environment by ensuring that entities hauling waste are accountable, verified, and compliant with Commonwealth regulations. Transporters must renew their authorization ahead of expiration (typically at least 90 days prior) to prevent gaps in validity, and authorizations do not renew automatically. Supporting materials such as fact sheets, application and renewal forms, operational records, and compliance checklists are provided via DEP resources to help transporters meet regulatory and administrative requirements. Exemptions are available for certain vehicles and transport circumstances that fall outside the typical commercial hauling scope. Though this program focuses on transporter authorization and safety compliance, it is one component of Pennsylvania’s broader solid and residual waste regulatory framework, which integrates with planning, permitting, and enforcement functions across DEP’s waste management bureaus.
