About
The A-901 program is a licensing and regulatory initiative administered by the New Jersey Department of Environmental Protection (NJDEP) through its Division of Sustainable Waste Management. It governs the authorization of businesses and individuals engaging in the transportation of solid and hazardous waste within New Jersey. Under this program, entities that collect, haul, or dispose of waste generated by others must obtain an A-901 license approval before beginning operations. The A-901 licensing process is designed to ensure that licensees demonstrate “sufficient reliability, expertise, competency and integrity” to comply with the state’s Solid Waste Management Act and associated regulatory standards. Applications include detailed disclosure forms about the business and its principals, personal history statements, and supporting documentation such as tax identification and proof of standing. Once submitted, applications are reviewed by NJDEP and forwarded for background checks by the New Jersey State Police and the Office of the Attorney General before final approval or denial. In addition to solid waste transporters, the licensing process applies to hazardous waste transporters and certain facilities (e.g., transfer stations or recycling centers) that manage regulated waste streams. The program also requires annual updates from licensees to maintain an active status. Failure to properly secure and maintain an A-901 license may result in enforcement actions or fines. While the department itself has existed since 1970 as the state’s environmental regulatory agency, the A-901 licensing component is a specific program within the larger solid and hazardous waste regulatory framework — focused on protecting public health and ensuring environmental compliance from waste transport operators.
